The Golden Gate Area Council, Scouting America will be hosting the 48th Annual Construction Lunch-O-Ree on October 17, 2025, at Hilton San Francisco Union Square. This prestigious annual event recognizes individuals who have demonstrated exceptional leadership, service, and commitment to their community.
We are proud to recognize Eagle Scout, Colby Powell, Chief Operating Officer at C. Overaa & Company, as this year’s Construction Lunch-O-Ree Good Scout honoree. Colby began his career in 1996 as a Project Engineer at C. Overaa & Company, a prominent construction company in the East Bay. With a unique background including degrees from Cal Poly San Luis Obispo in both Architecture and Construction Management, Colby blends innovative design thinking with practical constructability, always with an eye for quality and cost-efficiency. His commitment to excellence has led him to his current role as COO.

Beyond his professional achievements, Colby has given back to the Scouting community by serving as Assistant Cubmaster, Committee Member and Cubmaster in Pack 223. In 2016 he became an Assistant Scoutmaster with Troop 219 in Lafayette, and he has held his current role as Scoutmaster since 2021. Colby has supported the Lunch-O-Ree as a committee member since 2005 including serving as its chair for three terms. In 2023 he was honored with the National Eagle Scout Association Outstanding Eagle Scout Award.

On October 10, 2024, the Golden Gate Area Council – Scouting America proudly hosted the 47th Annual Construction Lunch-O-Ree at the Hilton San Francisco. This premier gathering of industry leaders, philanthropists, and supporters of Scouting celebrated a legacy of service, leadership, and community impact.
The event honored Paul Cocotis, recognizing his outstanding contributions to the construction industry and his unwavering commitment to community service. Attendees were also privileged to hear from Emily Cohen, who delivered an inspiring keynote address, offering insights into the future of the industry and the importance of mentorship and leadership in building a stronger, more resilient workforce.
Larry Beil, renowned sports anchor from ABC7 TV, served as the event's Emcee, bringing energy and enthusiasm to the program. The Construction Lunch-O-Ree continues to be a key fundraiser for Scouting in the Bay Area, supporting programs that develop young leaders and provide life-changing opportunities for youth.
This year’s event was a remarkable success, reinforcing the deep ties between the construction industry and the Scouting movement. It was a testament to the power of collaboration, leadership, and generosity in shaping the future of both the industry and the next generation of Scouts.
